Community Emergency Response Team volunteers can multiply your reach in the first hours of a disaster, but only if you can talk to them. Most departments discover the gap at the worst possible time: the volunteers are on the ground, doing useful work, and there is no reliable way to pass a message between them and the incident. What CERT actually is, and what it is not
Community Emergency Response Team is a national program that trains everyday residents in basic disaster response skills: light search and rescue, fire safety and small fire suppression, disaster medical operations at the first aid level, and team organization. The value is simple. In a large event, professional resources are overwhelmed in the first hours, and trained neighbors can handle small tasks that would otherwise pile up on your units. A CERT team can check on the elderly on their block, shut off utilities in a damaged home, triage walking wounded, and report conditions back to the people running the response.
What CERT is not is a substitute for trained responders. CERT members are volunteers with introductory training, not firefighters or paramedics. They are meant to do the greatest good for the greatest number until professional help arrives, then step back into a support role. A department that treats CERT as free labor for interior fire attack or advanced medical care is setting up both the volunteers and itself for a bad day. The right mental model is a force multiplier for low-risk, high-volume tasks, tied into your command structure through a controlled communications link.
That communications link is the part almost every plan gets wrong. The training is standardized and solid. The radios, channels, and message flow between the team and your operations are usually an afterthought, and an afterthought does not hold up under load.
Why the comms link fails by default
The failure is not exotic. It comes from a handful of ordinary mismatches that nobody notices until the day they matter.
- Different radios. Your department runs on a public safety system, often trunked, licensed, and encrypted or at least programmed only for agency use. CERT volunteers show up with consumer radios they bought themselves, or with nothing. The two systems physically cannot talk to each other, and programming volunteer radios onto your public safety channels is generally not legal or advisable.
- No shared plan. Even when both sides have working radios, there is often no agreed channel, no call sign convention, and no message format. People key up on whatever they have and hope someone hears.
- No designated listener. A message only helps if someone on your side is assigned to receive it and act on it. If CERT traffic lands on a channel nobody is monitoring, it is the same as no traffic at all.
- Coverage assumptions. Consumer radios are low power and short range. A team that could reach the command post from the parking lot cannot reach it from three blocks away behind a hill or inside a large structure.
- Cell dependence. Many informal plans quietly rely on cell phones and text messages. In the exact disasters where CERT is most useful, the cell network is congested, damaged, or down.
The volunteers will be capable and willing. The gap is almost always the pathway a message takes to get from a team on a street corner to the person who can act on it. Design that pathway deliberately, in advance, and test it. Everything else in this guide serves that one goal.
Realistic options to bridge the gap
You are not going to put volunteers on your primary public safety channels, and you should not try. The practical answers work around that constraint. Most departments end up using a combination of the three approaches below.
A human liaison. The simplest and most reliable bridge is a person. You assign one member, or a CERT team leader who has been briefed and equipped, to carry two radios or to stand at a point where they can relay between the CERT channel and your operations. This person owns the translation between the two worlds: they take plain reports from volunteers and turn them into clean, formatted traffic for command, and they carry command's instructions back. A liaison is low tech, needs no special equipment beyond what you already have, and gives you a single accountable point of contact instead of a crowd of voices.
A designated simplex channel. Simplex means radio to radio, with no repeater in between. You pick one channel on a service that volunteers can legally use, publish it in your plan, and make it the standing CERT channel for your area. Everyone knows where to be. The tradeoff is range: simplex reaches only as far as the radios can hear each other directly, so this works well within a neighborhood or a single incident footprint and poorly across a whole jurisdiction. For most small-department CERT deployments, that footprint is exactly the scale you are working at.
Amateur radio operators as a relay. Many communities have licensed amateur radio operators, sometimes organized into emergency communications groups, who train specifically to provide backup communications when normal systems fail. These operators can run a relay: volunteers pass short reports to a local amateur operator, who moves the traffic over amateur radio to another operator stationed at your command post or emergency operations center. Amateur radio offers real range, repeater infrastructure that often has backup power, and operators who practice formal message handling. The limits are that every operator in the chain must be licensed, and the amateur service cannot be used to conduct your department's routine business, only genuine emergency and drill traffic within the rules of that service.
- Use a liaison when you have one deployment and one team to track.
- Add a designated simplex channel when you want any team in the area to know where to check in without being told each time.
- Bring in amateur operators when the event is large, spread out, or long enough that range and endurance matter more than simplicity.
Choosing a radio service honestly
If you are going to publish a channel for volunteers, you need to be accurate about what the available radio services can and cannot do. Getting this wrong in a plan document spreads bad information to people who trust you.
- FRS is a license-free service. Anyone can use it with an approved handheld, which makes it the lowest barrier for spontaneous volunteers. The tradeoff is low power and fixed antennas, so range is short and coverage is easily blocked by terrain and buildings.
- GMRS requires a license, though it is an individual license that covers a family and does not require an exam. It permits higher power and the use of repeaters, which gives it meaningfully better range than the license-free option. Some channels are shared with the license-free service, so plan and coordinate to avoid stepping on each other.
- MURS is a license-free service on a small set of channels with modest power limits. It is a reasonable option where those channels are quiet in your area, but it has fewer channels to work with.
- Amateur radio requires each operator to pass an exam and hold a license. In exchange it offers the widest range of frequencies, the most power, extensive repeater infrastructure, and a trained operator community. It is the strongest option for range and resilience and the wrong option for handing a radio to an untrained walk-up volunteer.
License-free services fit spontaneous volunteers because there is no barrier to lawful use. Licensed services, whether the family radio license or full amateur privileges, fit people you can identify and train ahead of time. A workable plan often uses a license-free channel for the volunteers on the street and licensed amateur operators for the relay backbone that carries their traffic across distance.
Do not program volunteer radios onto your public safety channels to solve the problem, and do not assume a consumer radio will perform like your department portable. Be honest in the plan about range so that teams understand when they have moved out of contact and need to relay through someone else.
ICS integration, staging, and the liaison role
CERT works inside the same Incident Command System your department already uses, and that structure is what keeps a well meaning crowd from becoming a second problem. When volunteers arrive, they should report to a staging area, not self deploy across the incident. Staging gives you a checkpoint to account for who is present, brief them, and hold them until they are assigned a task with a defined scope and a defined way to report back.
Under the command structure, a single point of contact should own the CERT relationship for the incident. Depending on the size of the event this may sit within operations as a supervisor over volunteer teams, or it may be handled through a liaison position that coordinates outside resources. The title matters less than the principle: one person on your side is responsible for tasking CERT teams and receiving their reports, and every volunteer knows who that is and how to reach them. That is where your communications plan plugs into command. The designated channel or the amateur relay terminates at that person, not at the general radio traffic of the incident.
Accountability rides on the same link. If you send a team to check a block, you need to know when they started, when they finished, and that they came back. A missing volunteer becomes a rescue problem that pulls your resources in the wrong direction. Track team assignments and check-ins the same way you track your own crews, and make the communications pathway carry that accountability traffic as a first priority, ahead of routine reports.
Scope, safety, and legal boundaries
The communications plan is also where you enforce the limits on what CERT does. Volunteers are trained for low-risk work. They do not enter burning structures, they do not perform care beyond their training level, and they do not operate where the environment is beyond their protective equipment and skills. When you assign tasks over the radio, keep them inside that boundary, and make the boundary explicit in your plan so that neither a motivated volunteer nor a stretched incident commander drifts across it in the heat of the moment.
- Task within training. Size up and reporting, light search of accessible areas, small fire situations within their equipment, basic first aid, and welfare checks are appropriate. Interior firefighting, technical rescue, and advanced medical care are not.
- Respect scene control. Volunteers work in support of your operations and under your direction, not independently. The radio link is how that direction reaches them and how they ask before acting.
- Know the legal footing. How volunteers are activated, covered, and protected varies by jurisdiction and by how your program is organized. Work out registration, liability, and coverage with your legal and emergency management partners before an event, not during one.
- Keep radio use lawful. Whatever service you choose, use it within its rules. Licensed services require licensed operators, and the amateur service in particular has clear limits on the kind of traffic it may carry.
None of this diminishes the volunteers. It protects them. A clear scope and a clean communications channel are how you let capable people help without putting them in a place their training does not cover.
Training and joint drills that make it real
A plan on paper is a hypothesis. The only way to know whether your CERT communications link works is to use it before you need it, with the actual people and actual radios involved.
Start small. Put a liaison and a couple of volunteers on the designated channel and pass a few reports back and forth in a parking lot, then move the volunteers out of easy range and see where contact breaks. That single exercise will teach you more about your real coverage than any coverage map. Build from there to a tabletop that walks a scenario end to end, then to a field drill where volunteers stage, receive tasks over the radio, complete them, and check back in through the same pathway you would use in a real event.
- Practice the message format, not just the technology. A standard short report, who you are, where you are, what you see, what you need, keeps traffic fast and clear under stress.
- Drill the relay chain if you are using amateur operators, so the handoffs between operators are smooth and the operators know your incident structure.
- Include your own dispatchers and command staff so the volunteer traffic lands on someone who is expecting it and knows what to do with it.
- Debrief every drill and fix the plan. The point of a drill is to find the gaps while the stakes are low.
A functioning CERT link depends on knowing who is trained, which service and channel each person can use, who holds a license, and when each volunteer last drilled with you. When that information lives in one person's memory or a stack of paper, it disappears the moment that person is unavailable. Keep the roster, training records, and the communications plan itself somewhere your on-duty staff can reach them.
A starter plan a small department can adopt
You do not need a large program or a big budget to close the communications gap. A small department can put a workable link in place with a short, deliberate plan. Use the steps below as a starting template and adjust to your jurisdiction.
- Name a single point of contact. Assign one member to own the CERT relationship for your department, and a backup. This person maintains the roster, runs the drills, and fills or supervises the liaison role during an event.
- Pick and publish one channel. Choose a radio service your volunteers can lawfully use, select a standing simplex channel for your area, and write it into a one-page plan. Everyone checks in there by default.
- Designate a listener. Decide who monitors the CERT channel during an activation, whether that is a liaison with two radios, a dispatcher, or an amateur operator at your command post. Traffic that nobody hears does not exist.
- Recruit a relay if you can. Reach out to licensed amateur operators or an emergency communications group in your community and invite them into your drills. They give you range and resilience you cannot buy off the shelf.
- Write down the scope. Put the task boundaries and the safety limits in the same one-page plan, so the limits are decided in advance rather than in the moment.
- Stage and account for everyone. Route arriving volunteers through a staging point, track assignments and check-ins, and make accountability traffic the top priority on the link.
- Drill twice a year, minimum. A short field exercise that actually passes messages over the actual radios will surface coverage and process problems while they are cheap to fix.
That is the whole starter kit: one owner, one channel, one designated listener, a relay if you can find one, a written scope, a staging and accountability habit, and regular practice. It is not fancy, and it does not need to be. The departments that talk to their CERT teams smoothly in a disaster are the ones that decided how the message would travel long before the disaster arrived.
