Why every jurisdiction should map its aviation footprint
Aviation risk does not announce itself. A tank farm sits in plain view on a windshield survey. An aircraft capability can be a mowed strip of grass, a small ramp behind a hangar-shaped outbuilding, or a painted circle on the roof of a hospital. From the road it looks like nothing. That invisibility is exactly why aviation gets left out of pre-plans and mutual-aid discussions until the night a small plane goes down in a subdivision and everyone realizes no one had thought about it.
Mapping your aviation footprint means building an inventory that runs from the largest facility down to the smallest capability. On the large end you have commercial service airports with control towers, scheduled passenger traffic, and their own aircraft rescue and firefighting resources. In the middle you have general aviation airports, many of them non-towered, that host flight schools, charter operations, agricultural aircraft, and privately owned planes. On the small end you have the capabilities that never appear on any official chart at all: a private helipad on a ranch, a turf strip on farmland, an experimental aircraft built in a garage, a powered glider, a helicopter parked next to a house.
From a communications and emergency-management perspective, the point of the inventory is not paperwork. It is knowing, before you are dispatched, what you are driving toward and who you need on the radio. The map tells you which incidents will bring a partner agency with its own trained crash crew and which ones will land entirely on your first-due company with no aviation training at all.
Commercial airports: ARFF, mutual aid, and mass casualty
Commercial service airports are a category of their own, and they should be at the top of your coordination list even if the airport is technically outside your primary jurisdiction. These facilities are required to maintain aircraft rescue and firefighting capability, commonly called ARFF, and the level of equipment and staffing scales with the size of aircraft the airport serves. The FAA assigns an index to certificated airports that drives how much firefighting agent and how many specialized vehicles must be on hand. What matters to you as a neighboring chief is simple: the airport has a dedicated, trained crash force, but that force is sized for the airport, not for the surrounding community.
That gap is where you come in. When an aircraft emergency exceeds what the on-field ARFF crew can handle, or when an aircraft goes down off the airport property, the response falls to local structural and EMS resources through mutual aid. A large-aircraft incident is a mass-casualty event by definition. You could be looking at a patient count that overwhelms every ambulance in the region and a fire load that pulls every engine within an hour of the field.

- Understand the trigger for off-airport mutual aid and how the airport requests it, so a call for help does not stall in translation.
- Confirm radio interoperability. Airport operations, ARFF, ground control, and your responders need a common talk path, and that path must be established before an incident, not improvised on scene.
- Walk the mass-casualty plan together. Where do triage, treatment, and transport corridors set up? Who runs unified command when the incident straddles the fence line?
Airport operations staff live in a highly structured world with movement areas, security zones, and active runways. Uncoordinated apparatus rolling onto a movement area is its own hazard. The relationship you build with airport operations is what keeps your crews from becoming a second emergency.
General aviation and non-towered fields
Most airports in the country are not the big commercial fields. They are general aviation airports, and a large share of them are non-towered, meaning there is no control tower directing traffic. Pilots at these fields coordinate with each other directly over a common traffic advisory frequency, usually called the CTAF, announcing their positions and intentions as they arrive and depart. Some fields also have a UNICOM, a ground station typically run by a fixed-base operator that can pass along basic advisory information like which runway is in use.
These fields carry a different risk profile than commercial airports. There is no dedicated crash force sitting on site. If an aircraft crashes on or near a general aviation field, the response is yours from the first minute. The traffic mix is also more varied. You may find single-engine trainers, agricultural spray planes with chemical loads, light twins, gliders under tow, and homebuilt experimentals all using the same runway on the same afternoon.
For coordination, get to know the fixed-base operator if there is one. The FBO is often the single best local source of knowledge about who flies there, what is based on the field, where the fuel is stored, and how to reach the airport manager after hours. Understand that at a non-towered field, the people with the clearest picture of traffic in the moment are the pilots on the CTAF, not a controller you can phone. Your job is not to work aviation frequencies. Your job is to know they exist, know the airport manager and FBO can help you interpret what is happening, and know where fuel, aircraft, and access points are before you need them.
The residence with a helicopter: hidden capability
Here is the part that surprises newer officers. A single private residence can be an aviation facility. Property owners can build a helipad on their land. Farmers and ranchers routinely maintain grass or turf strips for their own aircraft. Aviation hobbyists build and fly experimental aircraft that they assembled themselves. Powered gliders, ultralights, and privately owned helicopters can operate from rural parcels that show up on your maps as ordinary homes.
None of this is exotic or illegal. It is a normal part of rural and semi-rural life, and it is almost never captured in a fire department's pre-plan. That means two things for you. First, an aircraft emergency can happen at an address you have filed away as a low-risk single-family dwelling. Second, the person at that address may be one of the most valuable resources in your jurisdiction when the roads go bad.
Grass strips, rooftop pads, and private helipads rarely appear as aviation facilities on standard mapping. The fastest way to learn what exists in your area is to ask. Airport managers, FBOs, agricultural operators, and local pilots know where the strips are and who flies. A single afternoon of conversation will surface capability that no database will hand you.
Aircraft down: the risk-management side
When an aircraft comes down, your crews face hazards they do not see on structure fires. Aviation fuel is different from what you handle on a car fire, and it behaves differently. Airframes made of composite materials produce fibers and combustion products that call for full protective equipment and air management discipline. Small aircraft may carry pressurized cylinders, and some carry whole-airframe recovery parachutes that deploy with a rocket charge and remain a hazard whether or not they have fired. Experimental and homebuilt aircraft do not follow a standard layout, so the location of fuel, batteries, and occupants may not match anything your crews have trained on.
The risk-management response starts long before the tones drop. It starts with awareness that these incidents will occur and that your first-arriving company will likely be alone with them for a while. Practical preparation includes the following.
- Treat every downed aircraft as a fuel-and-fire problem until proven otherwise, and stage upwind and uphill.
- Assume unfamiliar hazards on experimental and homebuilt airframes, including recovery-parachute charges and non-standard fuel locations.
- Establish scene control early. A crash draws crowds, and wreckage is a federal investigation site that should be disturbed as little as patient care allows.
- Know your notification chain. Aircraft accidents trigger federal reporting, and the sooner the right agencies are notified, the better the investigation and the family are served.
- Build downed-aircraft awareness into training even if you never expect a crash. The rural strip you forgot about is exactly where it will happen.
Aviation as a disaster asset
Flip the risk over and you find one of the strongest assets in your jurisdiction. When a disaster cuts the roads, aviation is often the only way in or out. A helicopter can lift an injured resident off an isolated ridge when ground transport is impossible. A small aircraft can carry medication, radios, or a technician to a community that flooding has cut off. A pilot willing to fly a slow orbit can give incident command an aerial picture of fire spread, flood extent, or debris that no ground unit can match.
The medevac case is the one most agencies already understand, because air ambulance requests are routine for trauma and time-critical medical calls. But the disaster-asset case is broader. In a prolonged event, private and general aviation capability inside your own jurisdiction may fill gaps that formal air resources cannot reach in time. The rancher with a helicopter, the crop-duster pilot who knows every field in the county, the flight instructor at the local strip: these are neighbors who have volunteered before and will again if you have built the relationship.
The emergency-management lesson is to inventory capability as an asset, not only as a risk. When you catalog a private helipad, note whether the owner has offered assistance in the past and how to reach them. When you meet the FBO, ask what aircraft on the field could be pressed into service for reconnaissance or light transport in an emergency, and under what conditions. You are not building a fleet. You are building a phone list of people who can fly.
Landing zone coordination and helicopter communications
The single aviation skill every ground crew should own is landing zone setup. Whether you are receiving an air ambulance for a critical patient or supporting a helicopter in a disaster, the safety of that operation rests on the ground crew that prepares and communicates the LZ. This is where good radio discipline and a calm ground contact save lives.
Pick a level, firm site clear of wires, poles, trees, antennas, and loose debris that rotor wash can turn into projectiles. Keep the touchdown area large and open, and keep everyone and every vehicle back from it. Identify overhead wires out loud on the radio, because they are the deadliest and hardest hazard for a pilot to see. Designate one ground contact to talk to the aircraft, brief the crew, and control the scene. Never approach a helicopter until the crew signals you forward, always approach from the front where the pilot can see you, and stay clear of the tail rotor entirely. Secure loose gear, hats, and tarps before the aircraft is on final. If the site is not safe, say so and move it. No patient is helped by a crash on landing.
On communications, keep it simple and disciplined. The aircraft needs a clear description of the LZ location, the wind, the surface, and any hazards, delivered by one voice, not five. Give the aircraft a ground contact name and a talk path, and then keep unnecessary traffic off that channel. If your agency does not train LZ operations regularly, this is the highest-value aviation training you can add, because it is the aviation task your crews are most likely to perform and the one where a small mistake is unforgiving.
Building relationships before the incident
Everything above depends on relationships that already exist when the call comes in. You cannot build interoperability, mutual aid, or trust during a mass-casualty event. The work has to be done in the quiet months.
Start with the airport manager and airport operations at any commercial or general aviation field in or near your area. Ask for a tour, ask how they request off-airport help, and ask to sit in on their emergency exercises. Meet the fixed-base operators, who are often the friendliest and most knowledgeable local contacts in aviation and who can introduce you to the pilot community. Get to know the local pilots themselves, including the ones flying from private strips, because they will tell you where the aircraft are and volunteer when it counts. Where an air ambulance program serves your region, invite their crews to train LZ operations with your companies so both sides know what to expect.
- Exchange after-hours contacts with airport management and put them somewhere your dispatch and command staff can find them fast.
- Fold aviation partners into your mutual-aid agreements and your exercise schedule, not just your contact list.
- Document every private strip, helipad, and known aircraft owner you learn about, and note whether they have offered to help.
- Revisit the inventory on a set schedule, because aircraft get sold, strips get built, and pilots move.
A starter checklist for inventorying aviation
If you are starting from nothing, work the list below. It moves from the biggest facilities to the smallest capabilities and turns a vague sense that aviation exists in your area into a usable plan.
- List every commercial and general aviation airport in and adjacent to your jurisdiction, with the airport manager and operations contacts for each.
- For each commercial field, record the ARFF index, the off-airport mutual-aid trigger, the radio interoperability plan, and the mass-casualty coordination points.
- For each general aviation field, identify the FBO, note whether the field is towered or non-towered, and record fuel storage and access points.
- Ask managers, FBOs, agricultural operators, and local pilots to help you find private helipads, grass and turf strips, and known aircraft owners that do not appear on charts.
- Flag each site in your pre-plan system with hazards, access, and any known owner willingness to assist in an emergency.
- Identify air ambulance and other air resources that serve your region and how they are requested.
- Establish and train landing zone procedures, and set a recurring joint exercise with your aviation partners.
- Assign an owner for the inventory and a schedule to review and update it, because aviation capability changes.
None of this requires your crews to become aviators. It requires you to know what is out there, who to call, and how to keep your people safe around aircraft. The jurisdiction that has mapped its aviation footprint responds to a crash with a plan and taps a private helicopter in a disaster because someone already made the introduction. The jurisdiction that has not is finding all of it out the hard way, at three in the morning, with a field on fire.
