Most departments that need a radio site do not build a tower from bare ground. They rent space on a structure someone else already paid for, put their antennas alongside another agency's, or split a site with a neighbor. That decision quietly shapes coverage, cost, and reliability for years, and it usually comes down to a lease or an agreement written long before anyone keys up a radio. This guide walks through why sharing a site is so common, what an arrangement actually involves, the technical tradeoffs, and the questions to ask before you sign.
Why departments rarely build their own tower
Building a tall structure from nothing is one of the most expensive and slow things a small or mid-sized agency can take on. The tower itself is only part of it. You need land in the right place, a foundation engineered for the height and wind loading, a fenced compound, a grounding system, commercial power brought to the site, a climate-controlled shelter or cabinet, and a way to get the signal from the tower back to your dispatch center. Each of those is its own project with its own cost and its own timeline.
The barriers are not only financial. A few tend to stop a home-built tower before it starts:
- Zoning and land use. Tall structures draw scrutiny. Local ordinances, setback rules, and neighborhood objections can stretch approval into months or kill it outright.
- Height and placement. Good coverage often depends on being high and being in a specific spot. The parcel you can afford may be in the wrong place, and the right spot may not be for sale.
- Aviation and lighting rules. Depending on height and location, a new structure can trigger obstruction review, marking, and lighting requirements that add cost and ongoing maintenance.
- Existing infrastructure. Someone in your area has very likely already solved the height, power, and access problem. Using their structure is faster and cheaper than repeating the work.
Put together, these push most departments toward a simpler question: not "how do we build a tower," but "whose tower can we get on, and on what terms."
The three main ways to get on the air
There is no single "site sharing" arrangement. There are a few distinct paths, and they carry different costs, different relationships, and different amounts of control.
Leasing space on a commercial tower. Companies exist specifically to own tall structures and rent vertical space and ground space to anyone who needs it. You pay a recurring fee for a defined amount of room on the tower for your antennas, room in the shelter or cabinet for your equipment, and access to power. This is predictable and professionally managed, but you are a tenant. The rate is set by a business, it usually escalates over the term, and you follow the landlord's rules for access and installation.
Co-locating on another agency's or a government structure. A county, a state agency, a school district, a utility, or a larger neighboring department may own a tower and be willing to host you. Sometimes there is a modest fee, sometimes it is handled through a shared-services or mutual arrangement. The relationship tends to be more cooperative than commercial, but it also tends to be less formal, which can be a strength or a liability depending on how well the terms are written down.
Sharing a site with neighbors. Two or more departments decide to stand up or improve a site together and split the cost and the space. Everyone has a stake, everyone shares the burden, and no single party is purely a landlord or purely a tenant. This can be the most cost-effective option, but it also demands the clearest governance, because shared ownership means shared decisions about maintenance, upgrades, and what happens when priorities diverge.
None of these is inherently better. The right one depends on what structures already exist near your coverage need, who owns them, and how much control you are willing to trade for lower cost.
What a site arrangement actually includes
Whatever the path, a workable arrangement has to spell out the same handful of physical things. It is easy to focus on antenna height and forget that a radio site is a small building's worth of dependencies. At a high level, an arrangement covers:
- Space on the tower. A specific mounting height and position for your antennas, plus a defined path for the cable running down the structure. Height is not unlimited, and the best positions are often already taken.
- Space in the shelter or cabinet. Somewhere protected and climate-controlled for your radio equipment, whether that is rack space in a shared building or a defined footprint for your own cabinet.
- Power. Commercial power to run your equipment, plus a share of the backup system. Backup can mean batteries, a generator, or both, and you need to know what happens to your equipment when the grid goes down.
- Backhaul. The connection that carries your traffic from the site back to dispatch, whether by a wired circuit, a microwave path, or another link. A tower with no path back to your center only solves half the problem.
- Access. How your people or your contractor get to the equipment to service it, and how much notice or escort the site owner requires.
- Cost. The recurring fee or cost share, what it does and does not cover, and how it changes over the life of the arrangement.
A common and expensive mistake is treating the antenna space as the whole deal. The shelter space, the power, and the backhaul are just as load-bearing, and they are where surprise costs tend to hide.
Two sites can quote very different numbers because one bundles power, backup, and basic access into the fee while the other charges separately for each. Before you compare arrangements on price, write down exactly what each one includes. A lower headline rate that bills power, generator fuel, and every site visit on top of it can end up costing more than a higher all-in rate.
The technical side of sharing a structure
The moment more than one radio system lives on the same structure, they have to coexist without interfering with each other. This is the part that most affects whether your system works well, and it is worth understanding at a plain level even if a qualified engineer handles the details.
Interference between systems. Transmitters put out strong signals. Put several close together and one system's transmitter can degrade another system's receiver, or the mix of signals can create new interference on frequencies nobody is deliberately using. On a crowded site this is the central engineering problem, and it is why you cannot simply bolt an antenna on wherever there is room.
Isolation. The main defense against interference is separation. That can mean physical distance between antennas, careful vertical positioning on the tower, and filtering equipment that blocks unwanted signals from reaching your receiver. Good isolation is a big reason antenna positions are assigned rather than chosen freely.
Frequency coordination. Before anything is installed, the frequencies in use at the site have to be checked against each other and against what is already licensed in the area. This coordination step exists to prevent conflicts on paper before they become conflicts on the air. It is not optional, and a well-run site treats it as a gate, not a formality.
Grounding and lightning protection. Tall structures attract lightning, and everything mounted on them shares the same grounding system. If that system is undersized or poorly maintained, a strike can damage your equipment along with everyone else's. A shared site means you inherit the quality of the grounding that is already there.
When you join a shared structure, you inherit its interference environment, its isolation design, and its grounding. A site can have a perfect location and a terrible technical condition. Ask how the site is coordinated, how new tenants are reviewed before they are added, and who is responsible if a future tenant's equipment starts interfering with yours.
The agreement and the relationship
The physical site keeps you on the air. The agreement keeps you protected. A handshake works right up until the day it does not, and radio sites tend to outlast the people who set them up. A sound arrangement, whether a formal commercial lease or a cooperative agreement between agencies, addresses a predictable set of questions.
- Who maintains what. The structure, the grounding, the shelter, the backup power, and the site security usually belong to the owner. Your antennas, cable, and radio equipment usually belong to you. The line between the two should be written down, not assumed.
- Access. When can your people get in, how much notice is required, and does someone have to escort them. In an emergency at oh-dark-thirty, "we will get back to you during business hours" is not an answer you want to discover for the first time.
- Cost-sharing. What you pay, what it covers, how often it is billed, and how it changes over time. In a shared-ownership arrangement, this also means how upgrades and major repairs get funded when they come up.
- Term. How long the arrangement lasts, how it renews, and how much notice either side must give to change or end it.
- What happens if it ends. This is the clause departments overlook and regret. If the owner sells the tower, stops hosting you, or the cooperative dissolves, how much time do you have to find a new home, and who pays to remove your equipment. Losing a site with no wind-down period can knock out coverage during the scramble to replace it.
Cooperative arrangements between agencies deserve special care precisely because they feel friendly. The good will that makes them possible is also what makes people skip the paperwork. Write the terms down while everyone is getting along, because the document is for the day when the original people have moved on and priorities have shifted.
How cost gets shared
Cost structures vary widely, and the point here is not to name a number but to know what shape the cost takes and where it can move on you.
- Recurring fee. Commercial arrangements are usually a periodic payment for your defined space and services. Expect the rate to rise over the term, and read how the increase is calculated.
- Cost share. In an agency or neighbor arrangement, costs may be split by a formula rather than billed as rent. Understand what is in the shared pool: power, maintenance, security, insurance, and eventual major repairs.
- One-time costs. Getting onto a site is rarely free even when the ongoing fee is modest. Installation, any structural review the owner requires, filtering equipment for isolation, and your cabling are usually yours to pay up front.
- Backhaul as a separate line. The connection back to dispatch is often billed by a different provider entirely and can rival the site fee itself. Count it as part of the total from the start.
- Exit costs. Removing your equipment and restoring the space to the owner's satisfaction can carry a bill. Knowing this in advance keeps it from becoming a surprise years later.
The cheapest headline fee is not always the cheapest arrangement. Add up the recurring fee, backhaul, the up-front installation, and any separately billed power and access, then compare total cost of the arrangement over its full term against what the same coverage would cost elsewhere.
Evaluating a candidate site
When someone offers you space, resist the urge to say yes based on location alone. A short, disciplined evaluation catches the problems that are expensive to discover after installation.
- Does it actually cover what you need. The right structure in the wrong spot still leaves a hole. Confirm the site serves your real coverage need, not just that it is tall and available.
- Is there room for you. Room on the tower at a usable height, room in the shelter, and enough power and backup capacity to add your load without straining what is there.
- What is the technical condition. How the site is coordinated, how tenants are reviewed before being added, and what the grounding and backup systems look like. A tour with someone who knows radio sites is worth the trip.
- Is the backhaul solved. Confirm there is a viable, affordable path from the site to your dispatch center before you commit to the tower.
- Who is the owner and how do they operate. A responsive, well-run owner is worth a premium. A distant or disorganized one turns every future problem into a slow one.
- Is the paperwork sound. Read the term, the maintenance split, the access terms, and the end-of-arrangement clause before you fall in love with the coverage.
Treat the evaluation as a checklist you complete every time, not a feeling you get on a good day. The sites that disappoint departments almost always looked fine on the surface and failed on a detail nobody checked.
Questions to ask before you commit
Bring these to any conversation about leasing, co-locating, or sharing a site. The answers, or the hesitation around them, tell you most of what you need to know.
- What exactly is included in the fee or cost share, and what gets billed separately?
- What antenna height and position do we get, and is there room for us in the shelter and on the power system?
- How is the site coordinated, and how are new tenants reviewed before they are added?
- What does the grounding and lightning protection look like, and who maintains it?
- What is the backup power arrangement, and does our equipment stay up when the grid goes down?
- How do we solve backhaul from this site to our dispatch center, and what does it cost?
- Who maintains the structure, the shelter, and the power, and where is the line between the owner's responsibility and ours?
- How do we get access to our equipment, including at night and during an emergency?
- What is the term, how does it renew, and how much notice is required to change or end it?
- If the owner sells the tower or the arrangement ends, how much time do we get to relocate, and who pays to remove our equipment?
- What are the one-time costs to get on the air, and the costs to get off?
A good site owner will answer these plainly and probably have documents ready. Vague answers on maintenance, access, or the end-of-arrangement terms are not a reason to walk away by themselves, but they are a reason to slow down and get everything in writing before you depend on the site for your radios.
